Consulting: Self Employment Assistance – helping unemployed start their own businesses (1998 – Present), United Cerebral Palsy of Western Pennsylvania - Organizational Development work (1999-2000), Pennsylvania Department of Transportation- Learning Organization Training and Implementation (1999-2002), Indiana Hospital - Organizational Analysis and Teambuilding (1999-2000). Pennsylvania Resources Council (PRC) and Pennsylvania Department of Environmental Resources (DEP)- Recycling Market Development (1999-2000), Self Employment Assistance Program (SEAP) - Training and Direct Counseling of Unemployed Workers (1998-present), The Westmoreland County Girl Scout Council- Marketing research studies and helping with strategic planning (1992-1993), Pennsylvania America Water company at Indiana, PA and Harrisburg, PA -Top executive training and strategic planning (May/June 1998), Pennsylvania Legislative, Select Committee that investigated municipal solid waste problems (Chair, Representative John Cordisco, (D)Bucks) - conducted five public hearings across the state and developed a strategic position paper on Act 101, which was enacted in August of 1989 (1984-1985), Indiana County Planning Commission, Indiana, PA - helped to prepare a county-wide solid waste plan, various grant proposals and served as Chairman of the Indiana County Solid Waste Authority since 1990 (1988-present), Keystone Carbon Company, St. Mary’s, PA - helped develop and implement a participation management program for over 1,300 Blue and white collar workers (1986-1988), Imperial Clevite Corporation - conducted a study on potential market for new iron composition product (1983), Bureau of Vocational Rehabilitation, Cleveland and Dayton, Ohio - conducted a job design and attitude study of 127 case workers as a part of an organizational development program (1979-1980).
Management Services Group (MSG) at IUP (1983 – 2008): I started the Small Business Institute (SBI) program at IUP in 1983 and have been instrumental in growing it into one of the best programs in nation, which has won dozens of local, regional and national awards. I have managed the integration of the SBI with other economic development entities at IUP such as the Government Contracting Assistance Program, The Indiana County Incubator and the Center for Family Business under one umbrella organization, The MSG. I have served as Co-director of the MSG since it’s inception in 1992 and have lead in growing the formal staff participating in its programs from five in 1992 to 15 in 2001. The MSG, today, serves a vital role in economic development in the Indiana area and is recognized as an essential partner in creating a viable economic future in IUP’s service region.
B.F. Goodrich Company, Chemical Group (1973-1978): I held many jobs in the marketing and distribution areas: customer service representative, special instructor, systems and distribution analyst, senior production planner and marketing coordinator for new product development of pressure sensitive adhesives.
Miscellaneous: I also have advised a variety of boards; I’ve served on a dozen of business and planning committees and task forces at Indiana University of Pennsylvania such as: Student Co-of Finance Committee (over $2 million each year), Task Force for the student union expansion (a $6 million project) and the University Lodge renovation project ($40,000 project). In addition, I have worked on research projects in conjunction with hundreds of organizations, a small sample includes the likes of: Johnson Fishing Reels, Stouffer Foods, McDonald’s Corporation, Ohio Edison, AMETEK, Kent State University, The U.S. Army, Penn DOT, The Pennsylvania Legislature, and hundreds of small businesses.

NASCENT SERVICES COMPANY
Nascent Service Company helps ideas, inventions and enterprises to emerge and start-up. The idea for this company came from decades of teaching entrepreneurship and helping thousands of businesses to start-up. The focus of the company is green and socially responsible innovation. As President, Dr. Falcone does what most start-up presidents do, everything. The initial product development the company is undertaking is a “recycling shower”. GRANTS AND OUTSIDE FUNDING
I have participated in dozens of grant applications and submitted a variety of proposals to support activities under the MSG Umbrella and other professional venues. Some examples include:
· Acquired over a half a million dollars in continuing education contracts
· Acquired nearly a million dollars in SBDC grants
· Acquired $1.75 million in infrastructure funds for the Indiana County Development Corporation (submitted the grant for the Indiana County Interchange Center with Nossen, Boldin and Allen)
· Acquired over $1.75 million in grant funds for the Indiana county Solid Waste Authority
· Assisted small business clients to secure over $250,000 in Ben Franklin grants
· Assisted small business clients secure over $3 million in debt financing
· Acquired over $100,000 in external consulting projects, for which I brought in a variety of colleagues from ECOBIT to work on the projects
